Had this fault code come up on a 2006 Mazda Premacy. The fault was one of the vacuum switching solenoids that sit on a plate at the gearbox end of the head. After bench testing the solenoids the rear solenoid would not open under 12v. The dealer sells both solenoids as a pair. Apparently it is quite common on this motor which is also in the Mazda 3 and Ford Mondeo.
