I have a 1998 Monte Carlo code p1651 the engine fans are not coming on unless I turn on the a/c or if I unplug the temp sensor. Also a code p0118 for the low coolant light stays on. I have replaced all three fan relays the temp sensor and the low coolant sensor also the thermostat but still the fans do not come on without the a/c on or the temp sensor unplugged.
