Following the diagnosis steps, I successfully isolated the problem to a bad IAC valve. Replacing the valve was very easy on a 2003 Subaru Outback 3.0 6 cylinder engine. The only issue was after removing the IAC valve, the new one couldn't be replaced until a new gasket could be bought. It was Christmas time and it took close to a week for the dealer to get a new gasket. Replacing the IAC valve cured the problem.
