The 30A fuse was blown. My son drives this car. I suspect the fan got full of snow and froze solid. The fan spun freely when I got to look at it a couple weeks later. The weather has been so cold I suspect this fan wasn't really necessary to keep the engine cool as long as it didn't spend a lot of time idling. The fan normally runs whenever the AC is on which includes the defrost mode. Replacing the fuse got it going again.
