So I replaced EGR and still reading P042E and ses exhaust gas recirculation control stuck open

What model and year is your vehicle? What part exactly did you replaced? The entire EGR system?

Unfortunately, I could find any more information. There are no bulletins and I checked a national database of repairs and the only thing that goes bad is the EGR valve.
The P042E codes means that the valve is not closing when the commanded to close, but you got a new valve, so it doesn't make sense to set the code.
At this point, my only recommendation is to check the wire continuity from the PCM to the valve.
