The test fails if: With the FP output commanded ON (grounded), excessive current draw is detected on the FP circuit; or with the FP output commanded OFF, voltage is not detected on the FP circuit (the PCM expects to detect VPWR voltage coming through the fuel pump relay coil to the FP circuit).
