Question: the symptoms section says you get decreased fuel economy with code p0147, which I have, that code and decreased fuel economy. But it goes on to say that this sensor is not used as engine control. So which is it?

The heated part of the O2 sensor it's not used for engine control under 'normal' temperatures.
If the engine is cold the ECM will activate the heater part of the O2 sensor to warm up the O2 sensor (O2 sensor works better once is warm up). If the heater part of the sensor is not working properly, it will take longer for the O2 sensor to warm up, thus making the engine run longer on open loop. Open loop means engine rpm may stay higher than normal.
